Comparison of the Evolution and Innovation of Pension Reform between China and Germany: The Mode of Adjustment and the Change of the Elements

  • Realizing the equity and sustainability of pension is the core issue for governments to actively respond to the aging and implement pension reform. This paper makes an in-depth study of the pension reform process in China and Germany, and compares the three key practices and results of the pension reform in China and Germany, including the basic institutional reform, the distribution factor reform and the organizational management factor reform. This is an effective way to deepen the reform of the pension system. Through fundamental institutional reforms and sustained factor reforms, Germany has basically achieved the goal of equity and sustainability of pensions. China urgently needs to further promote the reform in the aspects of overall pension planning, pension self-regulation and dynamic adjustment mechanism.
