One-Health: National and Regional Experiences in Germany

  • The One Health approach emphasizes the interconnectedness of food and feed safety, animal health, and environmental conditions. Current crises such as climate change, raw material shortages, and energy deficits impact food and feed supply chains in the short, medium, and long term. Systems like Bavaria's ISAR provide early warnings to prevent critical disruptions. In light of zoonoses, tropical diseases, and antimicrobial resistance (AMR), Germany’s policies prioritize global public health, animal health, and food safety. According to the German Ethics Council (June 2023), health extends beyond individuals to encompass community and planetary well-being (Planetary Health). Post-pandemic, Germany’s recovery plan (DARP), worth 25 billion euros, includes 40 measures across six priority areas: climate policy, digital economy and infrastructure, digital education, social participation, pandemic-resistant healthcare, and administrative modernization. While not directly focused on the One Health strategy, the plan aligns with the Next Generation EU strategy and is managed by the Finance Ministry, with One Health implemented by the Ministry of Economic Cooperation and Development. Germany’s approach involves predefined intervention areas with limited financial flexibility. The Federal Constitutional Court's ruling on November 15, 2023, deemed the Second Supplementary Budget Act 2021 unconstitutional, reducing the Energy and Climate Fund by 60 billion euros. German health and environmental policies are grounded in scientific data, with institutions like the Robert Koch Institute and the Helmholtz Institute for One Health playing crucial roles. Data-driven decisions by the informal Bund-Länder committee inform administrative measures and legislative proposals.
