This paper addresses the contradictions between the theory and practice of the full-accrual basis of national accounting, and the cash basis of governmental accounting. We do this by outlining the systems of national accounting and governmental accounting in Germany and the UK. We then explain the elements of the 1993 System of National Accounts, which we expect to be enforced in the member states of the European Union. Our main conclusion is that the cash basis of governmental accounting provides a weak foundation for national accounting aggregates; moreover, the implementation of SNA 1993 will make the foundations even weaker.
The Council of Europe (CoE) has a long-standing record of promoting standards of good administration in the European legal space. Today, these standards encapsulate the entire range of general organisational, procedural and substantive legal institutions meant to ensure a democratically legitimised, open and transparent administration respecting the rule of law. Therefore, these standards are about the ‘limiting function’ of administrative law, that is, its function to protect individuals from arbitrary power, to legitimise administrative action and to combat corruption and nepotism and other ‘diseases’ with which even a democratic polity willing to be governed by the rule of law may be infected. These CoE standards can be described as ‘pan-European principles of good administration.
Rethinking Public Governance

Contributions for this volume are based on the conference "Rethinking Public Governance" held in Budapest at Hungary's National University of Public Service within the framework of the Transatlantic Policy Consortium (TPC) in 2015. The papers cover a range of topics, including the importance of education and of efficient management of government resources for successful democracy building processes, analysis of formality and informality in public administration, and analysis of select ethnic minority problems. The papers represent various approaches connecting research and policy.

Der FDP-Mitgliederentscheid über den Euro-Rettungsschirm wirft seinen Schatten voraus. Falls die Koalition platzt, müssen nicht nur Regierungsmitglieder, sondern auch politische Beamte um ihren Job bangen. Aber sie fallen weich, und der Steuerbürger muss zahlen. Dass jetzt sogar die üppige Versorgung politischer Beamter noch weiter aufgestockt werden soll, signalisiert die Nervosität der Koalition. Die Erhöhung soll anscheinend auf die schnelle und möglichst an der kritischen Öffentlichkeit vorbei erfolgen. Die Regelungen sind überaus kompliziert – fast so, als gelte Machiavellis Maxime „wenn du nicht überzeugen
kannst, musst du verwirren.“ Auch früher schon waren exzessive Regelungen über politische Beamte auf ähnliche Weise durchgezogen worden.
