Das Buch stellt die Ergebnisse der vom FÖV durchgeführten Langzeitevaluationen der beiden baden-württembergischen Regelungen zur Intensivierung der Öffentlichkeitsbeteiligung, der VwV ÖB und des UVwG, dar.
Das Buch thematisiert die Beteiligung von Bürgerinnen bei Planungs- und anderen umwelt-relevanten Vorhaben in Baden-Württemberg. Im Rahmen der Intensivierung der Beteiligung von Bürgerinnen wurde ab 2014 in Baden-Württemberg mithilfe der Regelungen der Ver-waltungsvorschrift Öffentlichkeitsbeteiligung, des zugehörigen Leitfadens für eine neue Planungskultur sowie des Umweltverwaltungsgesetzes eine neue, bundesweit bis dahin einmalige Beteiligungskultur gestartet. Der Band überprüft und bewertet anhand einer langfristigen begleitenden Evaluation die Erreichung der intendierten Ziele der Beteiligungs-regelungen sowie die für die Verwaltungen entstehenden Aufwände.
Der Vortag erörtert, wie durch systematische und formativ-begleitende Evaluation Beteili-gungsprojekte optimiert werden können. Konkret wird dies am Beispiel der Evaluation des Bürgerdialogs Stromnetz (BDS) durch das Deutsche Forschungsinstitut für öffentliche Ver-waltung (FÖV) dargestellt. Der BDS ist eine Initiative, die seit 2015 vom Bundesministerium für Wirtschaft und Energie (BMWi) gefördert und vom FÖV seit 2016 evaluiert wird und als Initiative sowohl die Betroffenen als auch die Bevölkerung insgesamt frühzeitig, umfassend und unabhängig über den Stromnetzausbau und die Beteiligungsmöglichkeiten für Bürgerin-nen und Bürger informiert. Die Evaluation konnte mit Hilfe von quantitativen und qualitati-ven Analysen Umsetzungsprobleme identifizieren und Lösungsvorschläge entwickeln, sodass bereits während der Umsetzungsphase steuernd eingegriffen werden konnte, um die Betei-ligungsangebote substanziell zu verbessern.
Purpose – Governments and energy operators are often confronted with opposition to the construction of new high-voltage transmission lines. Besides other factors, a potential determinant of public opposition and acceptance that has gained increasing attention is the fairness of the planning and approval procedure as perceived by the citizens. The purpose of this study is to develop and validate a scale for measuring perceived procedural fairness (PPF).
Design/methodology/approach – The authors developed the ten-item “perceived procedural fairness scale (PPFS)” and assessed its quality by means of item response theory. By using a Rasch rating scale model, the authors tested whether the instrument met the requirements of this kind of measurement model. For conducting their research, the authors used data from two telephone surveys in Germany that were collected in areas that are affected by grid expansion.
Findings – The findings suggest that the scale can be considered a reliable and internal valid instrument for measuring citizens’ PPF.
Originality/value – At the moment, there is no psychometrically rigorously evaluated scale available for measuring PPF in the context of power grid expansion. Therefore, the study contributes to filling this gap and provides a valuable tool for researchers and practitioners concerned with further investigating citizens’ PPF and its relationships with other relevant constructs in the field.
